A new mechanism of inversion is developing for those who find themselves unavailable to buy the quantity of dollars they wish: to invest on properties in pesos in order to sell or rent them later in American dollars.

It is Ricardo Echegaray’s fault, claimed Jorge, a conservative money saver who blames the AFIP chief executive for the exchange trap. It was easier before: I saved pesos and later went to the bank to have it changed for dollars. Now, instead, everything is much more complicated, I don’t how to get rid of pesos without dealing with the black market that charges more than a 10% difference.

There are many Jorges in Argentina who, since October, have been living more or less in a similar situation. Before this picture, many developers take advantage and promote their trusteeships at cost price, investing in pesos. Then, at the moment of selling or renting, they ask for dollars. With this mechanism, consulting rose a 30%.

The trusteeship business at cost price works as follows: a 30% advanced payment in dollars, which is the price in relation with the land that the builder paid in dollars. Though it is possible to pay in advance with pesos and, if later it becomes the official price, the most probable is that the value rises up. On the other hand, the blue governs above all, AR$4.80. Then, the remaining 70%is paid in installments for 24 months, this lapse of time is what it takes to develop the building till it is finished. Sometimes, these installments are adjustable every month regarding the cost of the building. Other times, the same price is maintained but then some extra installments are added.

Building costs’ have a great component of commodities such as steel, cement and cables that rule by international prices. When dollar rises, this has a direct impact in the price of the materials.

Apartments are not finished in less than 18 months, so that the impact of the installment isn’t so big. Moreover, if the work is done fast and rationalized, better costs could be obtained, but the thing is that the installment shouldn’t look so high, this is why they are extended for two years, explains Germán Gomez Picasso, chief executive of Reporte Inmobiliario.

In their opinion, this modality of adjustable selling in pesos is the only one that remains in the market. It substitutes, in a way, the investor that used to go with dollars in hand to buy a property who has now become a dying craft for he spends the dollars he had. Before controls, the 80% of the real estate business was the buying and selling of apartments in dollars, whether were they used or new. In the last 4 months, since the exchange trap, this type of buyers fell a 25%.

Now, the most popular are small or medium apartments in good locations where demands for selling or renting. are potential. Gómez Picasso assures that, according to a study made during 2001 crisis, good locations are the most defensible in recession moments: Though they had lower rents in stable moments, it was quiet surprising the way they recovered their value over the others.

Comenzó a surgir un nuevo mecanismo de inversión para quienes se ven impedidos de comprar la cantidad de dólares deseados: invertir en propiedades en pesos, para luego venderlas o alquilarlas en moneda estadounidense.

Toda la culpa la tiene Ricardo Echegaray, aduce Jorge, un ahorrista conservador que culpa al titular de la AFIP por el cepo cambiario. Antes era todo más fácil: con cada peso que ahorraba iba al banco y lo cambiaba por dólares. Ahora, en cambio, se hizo todo mucho más complicado, no sé cómo hacer para sacarme los pesos de encima sin tener que pasar por el mercado negro, que te cobra más de un 10% de diferencia.

Hay muchos Jorges en la Argentina que desde fin de octubre viven una situación más o menos parecida. Ante este panorama, varios desarrollistas aprovecharon la ocasión para promocionar sus fideicomisos al costo, invirtiendo en pesos. Luego, al momento de la venta o alquiler, se reciben dólares. Con este mecanismo, la cantidad de consultas crecieron 30%.

El negocio de los fideicomisos inmobiliarios al costo es el siguiente: se paga un anticipo del 30% en dólares, que es el valor relativo a la tierra, que el constructor pagó en moneda estadounidense. Si bien también este anticipo se puede llegar a pagar en pesos, si se logra que sea al precio oficial lo más probable es que suban el valor. De lo contrario, rige el blue, de $ 4,80. Luego, el 70% restante se paga en 24 cuotas mensuales, que es el lapso que dura el desarrollo de la obra hasta que se termina. En algunas ocasiones, estas cuotas se ajustan mes a mes de acuerdo al costo de la construcción. En otras, se mantiene siempre el mismo precio, pero luego se agregan cuotas extras.

Es que los costos de construcción tiene un gran componente de commodities, como acero, cemento y cables, que se rigen por precios internacionales. Cuando el dólar aumenta, esto repercute en forma directa en el valor de los materiales.

Los departamentos nunca se terminan en menos de 18 meses, para que así el efecto de la cuota no sea tan grande. En realidad, si hicieran la obra más rápido y racionalizada, se podrían obtener mejores costos, pero el tema central es que la cuota no parezca tan alta, por eso se extienden hasta dos años, explica Germán Gómez Picasso, director de Reporte Inmobiliario.

Ahora, lo que más se busca son departamentos chicos o medianos en buenas ubicaciones donde exista demanda potencial para la venta o el alquiler. Gómez Picasso asegura que, de acuerdo a un estudio que efectuaron durante la crisis del 2001, las buenas ubicaciones son las que mejor se defienden en momentos de recesión: Si bien tienen rentas inferiores en momentos de estabilidad, en la crisis del 2001 fue tremendo cómo recuperaban el valor mucho más rápido que las otras.

A su juicio, el modelo de venta en pesos ajustable es el único que está quedando en el mercado. Reemplaza de algún modo al inversor que iba con los dólares en la mano a comprar una propiedad, que ya se convirtió en un personaje en vías de extinción, ya que los dólares que tenía los va gastando. Antes de los controles, el 80% del negocio inmobiliario era la compra venta de departamentos en dólares, ya sea usados o a estrenar. En los últimos cuatro meses, a partir del cepo cambiario, este tipo de compradores cayeron un 25%.
